Primary Purpose:
Under the direction of the Director of Special Education, coordinates special education instructional
programs; ensures provision of needed services for students with disabilities; ensures compliance with
all state, federal, and local requirements for special education.
* Texas Teacher Certification with endorsement or specialization in Special Education
* Master’s degree in the field of education or related field required
* 3 years successful teaching experience
* Knowledge of special education laws
Duties and Responsibilities:
1. Systematically and continuously monitors Special Education processes to ensure program
activities are related to program outcomes
2. Works with staff to ensure that curriculum accountability and renewal is continuous and
responsive to student needs
3. Disseminates instructional resources and materials to support teaching staff in
accomplishing instructional goals
4. Recommends improvement in the purpose, design and implementation of the special
education instructional program, as a support program related to the mission of the
5. Assists teachers in identifying and coordinating an instructional program that matches the
students individual needs and instructional levels
6. Assists in improving the instructional program through classroom observation and visitation
7. Assists teachers with classroom management techniques and strategies for student
behavior; works directly in the classroom to provide instructional strategies and support;
encourages plans for improved behavior of students with disabilities that reflect enhanced
opportunities for learning
8. Participates in Admission, Review, and Dismissal (ARD) committee meetings as requested
9. Provides training and assistance for teachers in Admission, Review, and Dismissal (ARD)
meeting procedures, development of individualized instructional plans, procedures for
progress monitoring , and data collection
10. Assists special education teachers in the use of criterion referenced testing and other
evaluation procedures related to classroom performance and progress monitoring
11. Assists with required teacher training for state assessment
12. Works with parents, teachers, cooperative personnel, related service personnel, campus
personnel, and administrators to analyze and solve problematic situations involving
students with disabilities in the earliest stage possible
13. Communicates and promotes high expectation levels for staff and student performance in
an enabling, supportive way; provides proper recognition of excellence and achievement14. Communicates effectively with students, staff, parents, community; and projects a positive
image that enhances that missions of the cooperative/schools/departments/districts
15. Establishes and maintains an environment which is conducive to positive staff morale and
directed towards achievement of the mission of the
16. Monitors Special Education processes for compliance and makes recommendations for
improved program effectiveness
17. Participates in and facilitates research and evaluation to determine the effectiveness of
current practice special education programs and identify potential programs to meet
documented needs
18. Promotes the development, maintenance, and utilization of appropriate information
systems and records necessary to attainment of the cooperative’s goals and overall
improvement efforts
19. Promotes and disseminates current legal issues and policies
20. Assists in identifying and/or encouraging participation in available in-service training
options; assist in needs assessment, planning, and delivery of professional development and
training of the cooperative’s staff and district staff as needed; assists with orientation and
in-service training related to Special Education issues
21. Effectively provides guidance and orientation for new Special Education staff members at
the cooperative and district level
22. Complies with district policies, as well as state and federal laws and regulation, in pursuing
the mission of the cooperative/schools/districts
23. Effectively schedules activities and the use of resources needed to accomplish determined
24. Projects a positive image to the community
25. Conducts oneself in a professional, ethical manner, in accordance with generally accepted
community standards, complies with TEA code of ethics
26. Strives to improve leadership skills through self-initiated professional development activities
27. Other duties as assigned

Mental Demands:
Ability to communicate effectively (verbal and written), interpret policies and procedures, reason, read,
understand verbal instructions, analyze, differentiate, coordinate, compile, instruct, and maintain
emotional control.

Physical Demands:
Ability to lift and/or carry moderate weight, sit, stand, walk, reach, repetitive hand motions, hear, speak,
and frequent travel within the cooperative/districts and occasionally outside the cooperative boundaries
and/or county. May experience prolonged and irregular works hours and work with frequent
